We often find that travelers take electric scooters when getting around from the residential neighborhoods to South Congress, South 1st, and downtown. Traffic can get sticky in the later hours and the scooters prove to be fairly efficient! Other than that, there are Uber and Lyft drivers everywhere that should be available if you don't have a car.
