I would go in the morning as often in the afternoon you start to look into the sun and it gets very hazy over the city.
Or you could go later in the afternoon when the sun is about to set - perhaps you could see a nice sunset and then wait for it to get dark and see the city lights. There is a combo ticket availability. Check the website for more details.
