Private beach, but you can pay when you get there. They don't always check, and it is worth it anyways. You need a boat, or can kayak over from the public boat launch off Zacata Road. As the name suggests, you can find prehistoric shark teeth right on the beach fairly easily.

You can really find shark teeth at Shark Tooth Island. You need a boat to get there, but its worth the trip.
